GUI rewrite, step 1: Save and Load buttons

My first UI change: Move the save and load buttons to their own component with their own rules.
The upper left corner now shows Save and Load buttons. Now Saving and Loading are separate concepts.
Next up is a lot of refactoring, and then I'll start working on the new HUD.
