Action preview updates

Improvements to the action preview:
- An icon shows the action you selected and the general summary of what it does.
- When you click on the target, the effect is displayed
- OK and Cancel buttons appear to confirm the command.
Note that Right Mouse Button (or Escape or Backspace) always cancels, and Enter will always accept. You now have to Left Mouse Button click on the OK button to actually use it. Slows down my testing but it's more responsive.
I also fixed a bug where the Locust shows its reach when you hover over it.
Next up?
I definitely want to build up the attack preview. It has to show the chance to hit and expected side effects.
Add more controls to the game- in particular, pressing spacebar to accept, and maybe adding a "Next" button.
There's a lot of behind the scene tech stuff I want to prep for - I'm reading a great book on game development that gave me a lot of ideas.
